It really isn’t…
Next time the kids are with you talk to them about these issues –If the kids are aware that all you’re doing is checking in with them, they will most likely pause the movie themselves to say hi. We’ve done it and it usually works. If the BM call them when they are with us we ask them to pause to talk to her as well…
This happens at the BM’s house too. They are always “starting a movie” and can’t talk and have to hurry up. No matter when my fiance calls they are getting ready to do something that BM is planning. You will even hear the BM in the background saying “hurry it up now”. We allow the kids their freedom to talk to their mom at our house, but she could care less about my fiance’s rights to talk to the kids. It’s so frustrating. Sometimes we turn the phones off at our house when they are there Evil I know, but she’ll call every other hour if she can just to annoy us.
We gave ours a Firefly phone which was never allowed to be turned on, or the charger was magically lost (DH bought 2). I finally just asked for it back. SD always called BM when we had her for the wknd, but never the other way around. DH got SD another cell phone two Christmases ago, but we cut off service so now she only uses it as a camera and video recorder.

DH usually hears “they are busy playing!”
It’s obviously a common tactic – happens with my stepchildren as well…
